The fish stalls at the Mercado do Livramento open before the fog has burned off the Sado, and by mid-morning the smell of grilled sardines has taken over the streets around it. Setúbal works like that. It is a working port town first, a beach town second, and a wine town underneath it all, and none of those three ever quite lets go of the others. You notice it in the way people talk about the choco frito, the fried cuttlefish that every restaurant in town claims to do best, with the same seriousness Lisboetas reserve for their pastéis de nata.

Above the rooftops sits the Castelo de São Filipe, a fort with a view over the river mouth and the hills beyond that makes the climb worth the sweat. Below it, the old town narrows into lanes that eventually spill out onto the waterfront, where ferries cross to the Troia peninsula and its long, quiet stretch of sand. Setúbal does not perform for visitors the way its bigger neighbour does. It just carries on, and that is most of the appeal.

What pulls people out here for a full day, though, is what lies just past the edge of town. The Arrábida hills rise straight out of the coast in a way that looks almost out of place in Portugal, folding down into cliffs and coves on one side and settling into vineyards on the other. This is Moscatel country, and the wineries scattered through the hills, from small family quintas to old, established estates, have been quietly making a case for Setúbal as a serious wine region for longer than most tourists realise. A day spent moving between them, tasting as you go and stopping for lunch somewhere with a view over the vines, is a different rhythm entirely from a morning at the fish market. Slower, greener, and just as much a part of what Setúbal actually is.

Between the two, a visitor could easily give this place a full day and leave wanting another. Walk the old town, climb to the fort, eat more grilled fish than seems reasonable, and if the hills are calling, let someone drive you through them.
